The Criminal Justice Inspection (CJI) and the Education and Training Inspectorate (ETI) inspected the quality and impact of the Learning and Skills provision for prisoners in Northern Ireland. This report summarises the main issues and proposes a solution that requires consideration by the Department of Justice and the Department for Employment and Learning.
